On 11th December, the 2015 First International Conference on ECO-city Development was grandly held in GEM (Jingmen) Recycling Industrial Park. The conference focused on the theme of “Eco-city, Green development”, which was hosted by Jingmen Municipal Committee of CPC, the People’s Government of Jingmen Municipality, and organized by Hubei River Ecological Management Co., Ltd. National WEEE Recycling Engineering Research Center, Jingmen Environmental Protection Agency, Guangzhou New Earth Environmental Protection Industry Co., Ltd. and GEM Co., Ltd. Bie Bixiong, the Municipal Party Secretary of Jingmen City, attended the conference and delivered a speech. Xiao Juhua, the mayor of Jingmen City, hosted the ceremony. Craig William Boljkovac, the former UN senior official, and Li Yongfu, the vice inspector from the Environmental Protection Department in Hubei Province delivered speeches during the opening ceremony.

Zhang Shanggui, the vice-mayor of Jingmen City, Jean-Paul Leglise, the former chairman of International Solid Waste Management Association, Li Jinhui, the executive director of Basel Convention Regional Center for Asia and the Pacific, and professor of Tsinghua University, Chen Lian, the director of the Freiburg International Management Company of Economy and Public Affairs, Qian Yi, the academician of the Chinese Academy of Engineering, and professor of Tsinghua University, Zhou Hongchun, the director of Social Development Research Department of the State Development Research Center, Wu Shunze, the vice president of the Planning Institute of the National Environment Protection Ministry, Liu Qiang, the deputy president of China National Resources Recycling Association, Shi Han, the professor of City University of Hong Kong, Ye Qing, the president of Shenzhen Institute of Building Research Co., Ltd, Yan Jun, the president of JUNZE Think Tank Research Institute (Guangzhou), Xu Kaihua, the president of GEM Co., Ltd, part-time professor of Central South University were invited to the conference. The leaders of Jingmen Municipal Party Committee, Municipal Government, the person in charge, representatives of the enterprises and media, in total 800 people, attended the conference.

Before the conference, the guests visited the GEM Museum and National WEEE Recycling Engineering Research Center.

During the keynote speech, Qian Yi, academician of the Chinese Academy of  Engineering, and professor of Tsinghua University, Zhou Hongchun, the director of  Social Development Research Department of the State Development Research Center, Wu Shunze, the vice President of the Planning Institute of the National Environment Protection Ministry, Craig William Boljkovac, the Former UN Senior Official, and GEM’s Chief International Environment Advisor, Ye Qing, the president of Shenzhen Institute of Building Research Co., Ltd, based on the actual development of Jingmen, shared the successful typical cases of Eco-city construction to make a suggestion of Eco-city construction for Jingmen from the perspective of ecological civilization construction. Xia Zhixiang, the president of Guangzhou New Earth Environmental Protection Industry Co., Ltd. shared the practical experience of water resources comprehensive treatment on Eco-city, Xu Kaihua, the president of GEM Co., Ltd and part-time professor of Central South University, elaborated the practice and experience of circular economy on Eco-city in depth based on the over 10 years exploiting experience of urban mining in GEM.

Jean-Paul Leglise, the former chairman of the International Solid Waste Management Association (ISWA), Chen Lian, the director of the Freiburg International Management Company of Economy and Public Affairs, and Li Jinhui, the executive director of Basel Convention Asia-Pacific Regional Center and professor of Tsinghua University shared the typical cases and valuable experience about the international eco-city constructing practices in Germany and Asia-Pacific regions, etc., which provided references for domestic and overseas eco-city construction.

Shi Han, the professor of City University of Hong Kong, Tang Yi, the researcher of Southern University of Science and Technology, and Yan Jun, the president of Guangzhou Junze Think-tank Research Institute, carried out a deep analysis about domestic ecological city and beautiful rural construction practices.

At the end of the conference, Li Jinhui, the executive director of Basel Convention Asia-Pacific Regional Center and professor of Tsinghua University, hosted guest interactive discussion. Zhang Shanggui, the vice mayor of Jingmen City, Craig William Boljkovac, the former UN senior official, Jean-Paul Leglise, the former chairman of the International Solid Waste Management Association (ISWA), Chen Lian,  the director of the Freiburg International Management Company of Economy and Public Affairs, Shi Han, the professor of City University of Hong Kong, Ye Qing, the chairman of Shenzhen Building Research Institute Co. Ltd, Xia Zhixiang, the president of Guangzhou New Earth Environmental Co., Ltd, and Xu Kaihua, the president of GEM Co., Ltd, shared ideas of eco-city construction and green development and explored new means for eco-city construction.

In October, 2015, the Fifth Plenary Session of the Eighteenth Conference of the Communist Party wrote “green development” as one of the development concepts to the communiqué. Green development is a kind of mode innovation based on traditional development, and eco-city construction needs to be dominated by green development. The conference will start a new chapter on eco-city and green development of Jingmen. 

In recent years, GEM has started a new model of “innovation transformation, green development”, established a city waste packaging treatment system of “Internet + sanitation + classification collection + green cloud”, and taken advantage of “Internet + classification collection” to solve the problem of city waste classification; GEM has cooperated with BYD to take the high speed rail of electrical vehicles to create the world largest power battery material manufacturing base, to creat urban intelligent micro-network system and to promote the green consumption; GEM has joined hands with New Earth starting Hubei River Management Co. Ltd, opening a new model of the city ecological packaging processing, promoting the revolution of the city management and environmental awareness and to solve the city problems, which will inevitably become a typical demonstration of the eco-city development strategy implementation and new green eco-city construction of Jingmen.

The conference made the domestic and foreign experts to have a further understanding of GEM and promoted the international communication on the circular industry. The conference drove GEM to participate in Jingmen eco-city construction including such businesses as “Internet + classification collection”, waste disposal, waste packaging service, energy storage station, river management and the treatment of waste residue and mud, which will enlarge GEM’s ability and business volume of Jingmen eco-city construction. Besides, the conference pushed GEM innovation transformation to participate in the business model of the city waste packaging service. In a word, the conference has a great and profound significance for GEM recycling industry development.
